Russell Peters used to be a master at that kind of comedy too, he demonstrated a pretty keen understanding of other cultures (for the most part). He's a living example of how you don't need to be the same ethnicity to make jokes about other ethnicities that they can laugh at. Also yeah, Steven's poking fun at cultural stereotypes that are very relatable for East Asian people. It works because a lot of the jokes are grounded in truth. It's not the same if someone unfamiliar with the culture does it, you can tell if someone is not familiar with a culture and just putting on the accent and throwing stereotypes around without any understanding of that culture. That's where it comes across as ignorant and demeaning rather than funny.
